Jobs in this family provide professional counseling services in a treatment or rehabilitation program for individuals with substance use disorders. Positions assigned to Oakley Training School are required to have a Master’s Degree per federal modified settlement agreement.

The functions within this job family will vary by level, but may include the following:

  • Conduct substance use assessments.
  • Prepare biopsychosocial assessment summaries.
  • Develop and implement treatment or rehabilitation treatment plans.

The work assigned to positions in this series ranges from providing initial counseling treatment to supervisory and/or administrative/managerial counseling work.

Substance Use Counselor I

First-level professional Addiction Counselor accountable for providing individual and group counseling, therapeutic intervention, or educational classes to clients and/or family members to assist them in recognizing problems and causal factors related to substance use disorders and developing healthy and alternative coping behaviors. At this level, positions perform assessments of clients’ needs, motivations, and backgrounds and prepare substance use biopsychosocial assessment summaries.

Typically requires a Bachelor’s Degree.

Substance Use Counselor II

Second-level professional Substance Use Counselor position accountable for assisting in the planning, coordination, and direction of a treatment or rehabilitation program for individuals with substance use disorders within a correctional or other treatment setting. Maintains a caseload of clients and provides individual counseling, conducts substance use assessments, prepares biopsychosocial assessment summaries, develops and implements treatment or rehabilitation plans, and participates in case conferences. May function as a lead worker and provide guidance and training to lower-level positions.

Typically requires a Bachelor’s Degree and 2+ years of experience.

Substance Use Counselor Team Lead

Supervisory Substance Use Counselor position accountable for planning, coordinating, and directing the overall treatment or rehabilitation program for the social readjustment and rehabilitation of individuals with substance use disorders within a correctional or other treatment setting. Develops and implements facility policies and procedures relating to non-medical aspects of a treatment or rehabilitation program in conjunction with other professional and administrative staff. Employee supervision includes hire recommendations; training; work planning, assignments, and review; and performance assessment, coaching, and progressive discipline. Supervision at this level also requires these employees to have the knowledge and skills to perform and review the work overseen.

Typically requires a Bachelor’s Degree and 3+ years of experience.

Substance Use Counselor Supervisor

Managerial-level Substance Use Counselor position accountable for professional and administrative work in developing, monitoring, and coordinating vendor contracts and treatment or rehabilitation programs and services for individuals with substance use disorders. Positions monitor and evaluate substance addiction treatment programs and services to ensure continuance of quality services and compliance with contract requirements and state program standards, and to maintain awareness of current program and area specific needs. Assigns, reviews, and evaluates the work of professional staff to ensure that work is performed according to agency and facility policies and procedures.

Typically requires a Bachelor’s Degree, 5+ years of experience, and 1-2 years of supervisory experience.
