Public Health Environmental Officer I
First-level Professional position accountable for working under the supervision of higher level professional to perform limited assignments of specific tasks focused on maintaining compliance and providing technical support to problem resolution. At this level, employees collect environmental data (e.g., water, waste water, soil, and air samples) and interpret lab results and perform basic statistical analysis of data to determine compliance with rules and regulations; investigate routine complaints of noncompliance; conduct preliminary review and evaluation of permit applications; and assist in preparing technical reports and documentation. Employees must have knowledge of the basic principles within environmental/physical science, energy efficiency, or engineering; ability to conduct routine and standardized inspections with minor environmental impact (e.g., open burning) and which are guided by established standards and procedures; and ability to identify potential problem areas and contribute to developing solutions. Employees in this family have significant public interaction.

Public Health Environmental Officer II
Second-level Professional position accountable for environment health work that requires analysis and judgment under the guidance or within the framework of defined policies or varied procedures and practices to determine the appropriate course of action. Applies their professional and technical knowledge to undertake analysis and interpretation of information and data. Responsible for short to medium term objectives and outcomes and works under the general guidance and advice of their supervisor or a more senior team member. At this level, employees are contributing team members and present recommendations and build on the ideas of others within and outside of their discipline. Employees in this family have significant public interaction.

Public Health Environmental Officer III
Seasoned professional position accountable for inspecting and investigating major, complex environmental sources, controlling facilities or problems involving multiple waste streams, wastes or emissions having significant potential public health or environmental impact if uncontrolled; enforcing environmental rules and permit conditions; and performing complex assignments often requiring the development of solutions to difficult environmental problems. At this level employees, review and evaluate complex pollution control facility plans, reports, tax credit applications, variance requests, and proposed compliance strategies or other proposals; negotiate conditions; and recommend approval or disapproval. Employees as this level also have project or program responsibility: assist in determining project objectives to contribute to the development of a comprehensive program; contribute to successful project completion by participating in the resolution of issues such as conflicting technical objectives, unsuitability of standard procedures, and difficult coordination requirements; and coordinate project or program development activities with other state agencies, advisory committees, and industry or special interest groups. Public Health Environmental Officer Team Lead
First-level Supervisory position accountable for designing, planning, implementing, and managing an environmental public health compliance program. At this level employees supervise a team of professional employees. Work requires thorough knowledge of the rules and regulations and the ability to address program operational and technical issues and problems. Employee supervision includes recruitment; selection; hire; training; work planning, assignments, and review; and performance assessment, coaching, and progressive discipline. Supervision at this level also requires these employees to have the knowledge and skills to monitor and review the work overseen. Employees in this family have significant public interaction.

Public Health Environmental Officer Supervisor
Supervisory/Managerial position accountable for the design, planning, implementation, and management of a statewide or a technically complex environmental public health compliance program. Supervision is delegated to subordinate supervisors or managers within a statewide program or supervision is provided to professional level staff within a smaller, technically complex program. Work at this level requires the ability to perform long-term strategic planning and develop related budgets; thorough knowledge of legislative scope and program related environmental public health regulation and compliance issues and requirements; and the ability to build and maintain stakeholder relationships. Employees in these roles have seasoned expertise in the field of environmental public health and have the ability to impact issues at the legislative level (e.g., write legislative concepts and policy opinion packages). Employees in this family have significant public interaction.
