MSPB’s Billy Bullock received the 2021 Distinguished Member of the Year Award from the Mississippi Association of Personnel Administrators (MAPA).  Each year, this award honors an HR professional with a notable career in the field of state government human resources.

Bullock is currently a lead consultant in MSPB’s Division of Classification, Compensation, and Recruitment.  He has worked for MSPB since 2013. He started his human resources career in 2002 at the Department of Human Services.  He also worked for the Division of Medicaid and the Department of Employment Security prior to joining MSPB.

Bullock is a graduate of Jackson State University. He is married to Mrs. Sonja P. Bullock and is the proud parent of Ms. Brittany S. Bullock.

“What I enjoy most about my job at the State Personnel Board is helping agencies navigate the lifecycle of their employees from hire to retirement and all the roadblocks and hiccups along the way,” says Bullock.

MAPA is an organization that serves to advance the knowledge of personnel administration as an art or science, to disseminate information to all members regarding personnel administration, and to provide opportunities for education and to serve as a forum for the exchange of ideas among members.
